good enough to explain that the complaint did not relate to the Governor himself, but to certain other officials who were unnamed. I had best enclose a copy of my correspondence with the Foreign Office so that you may see how vague the complaints were. We here are sure that the Hong Kong Administration does in fact fully understand H.M.G.'s present policy towards China, and that they cannot fairly be accused of being "unsympathetic". I am inclined to think that what Chungking may have had in mind was the motor trucks and petrol restriction by some impression or stories they have derived from Immigration control measures.
